If it’s dark they flash slowly, but as the ambient light increases, they flash much faster. Uses 1 IC, CDScell and 8 bright red LEDs. Comes with 2 labels: one that has the "hearts" and says "Happy ValentinesDay" and one that just has the "hearts." You can choose which one you want to use when you start the kit.
